CASAA's Jan Johnson and Alex Clark discuss legislative- and advocacy-related matters of current interest to CASAA members and THR (tobacco harm reduction) advocates.
00 – Indiana - CASAA will be issuing a Call to Action to ask the governor to veto HB 1432. (Editor's note: edited to add link to Indiana CTA update.)
00 – Minnesota – Hearing on Monday, 4-20-15, regarding HF 848, a 30 cent per ml tax on nicotine-containing liquid, representing a massive increase in taxes for consumers. (HF 848 contains the same language as HF 2182 and companion bill SF 2025, both of which have been the subject of previous Calls to Action.)
30 – Washington, D.C. – D.C. is looking to impose a 70% wholesale tax on vapor products as “other tobacco products.” It is important that people share this information with friends and family who live in the D.C. area because our membership numbers for the area are low. There will be a hearing on Friday, 5-8-15 at 10:00 a.m.
30 – Alaska - SB 1 had a hearing last week. SB 1 would ban smoking and e-cigarette use in various public places (many of which are actually privately owned). Update not yet available.
50 – Louisiana - HB 427 would enact a 5 cent per ml tax on e-liquid and also double the wholesale tax on smokeless tobacco from 20% to 40%. HB 252 would enact a 5 cent per ml tax on e-liquid, but would only increase the wholesale tax on smokeless tobacco from 20% to 30%. Currently, there are no hearings scheduled for these bills. Louisiana residents should participate in the Call to Action and monitor hearing announcements from the House Ways & Means Committee for updates.
40 – New York State – Senator Hannon is moving a bill, SB 2202, that would prohibit e-cigarette use wherever smoking is banned. Bill is in Senate Health Committee (hearing Wednesday, 4-22-15), chaired by Sen. Hannon. (Companion bill is AB 5955.) It is almost assured that this will pass committee, and it’s possible we may delay issuing a Call to Action.
30 – San Francisco, CA – hearing on Tuesday, 4-21-15, re banning “tobacco product” use in various stadiums, sports arenas, and playing fields. (“Tobacco product” broadly defined to include e-cigarettes.) (Link to agenda (Agenda Item 24).)
30 – Call to Action on Second FDA Workshop issued April 16, 2015 (due July 2, 2015). The CTA includes instructions for a very simple submission as well as options for more involved comments.
