SB 2284 seeks to redefine the term “tobacco products” under Rhode Island taxation law to include vapor products. Such a move would falsely equate vapor products with the risks of smoking and discourage adults smokers from switching. This bill also fails to amend § 44-20-13.2, which is the section of Rhode Island’s code that specifically states which products the OTP (other tobacco products) tax is applied to. This is likely an issue to be addressed in committee if the bill moves forward. However, immediately, it demonstrates a clear misunderstanding of vapor products and underscores the need for lawmakers to better understand this issue before attempting to enact regulations.
